Ranking of Castilla y León in the provision of essential services

One of the priorities of Castilla y León is the provision of quality essential services, which allocates eight out of ten euros from its budget: Education, Health, Social Services, Dependency Care and Protection of People and families affected by the crisis. Over the years, several reports and reviews from different national and international organizations and entities have recognized the high level of quality in the provision of such services:

  • EDUCATION.- The educational system of Castilla y León has achieved excellent results in the three areas of knowledge tested in PISA’s report 2015 , which places it at the head of Spain in educational quality. In the area of Mathematics, In the area of Science, it has reached a result of 519 points (Spain 493 and OECD 493), in Reading 522 (Spain 496 and OECD 493) and in Mathematics 506 (Spain 486 and OECD 490). On the other hand, the TIMSS study of the International Association for the Evaluation of Educational Performance, published in November 2016, concludes that the students of 4th year of the Compulsory Secondary Education in Castilla y León are the best in Spain in the two areas of knowledge analysed, with results that matches the level of Norway, Finland or the United States: in Sciences reaching 546 points (Spain 518, EU 521 and OECD 528) and in Mathematics 531 (Spain 505, EU 519 and OECD 525). Furthermore, both studies certify that Castilla y León ensures equal opportunities for students from different socioeconomic backgrounds, and that there are hardly any differences between public and private schools that receive public funding, which places it at the head of the Spanish Autonomous Communities in equity.
  • HEALTH.- According to the Health Barometer 2017 , published on 8 May 2018 by the Ministry of Health, Social Services and Equality and developed by the CIS, citizens of Castilla y León qualify with 7.07 the functioning of its public health operation system, a mark above the national average (6.68) and the best of its history. Moreover, according to the 2018 XV Report .of the Federation of associations for the Defense of Public Health, Castilla y León is the 1st region (not taking into account the Páis Vasco and Navarra) in the assessment of health services, improving two positions as regards the previous year.
  • SOCIAL SERVICES.- The last Development Index Social Services  of the State Association of Directors and Managers of Spain, published in December 2017, gives Castilla y León the best rating of the Spanish regions (not taking into account the País Vasco), with a "high level" and a score of 7,5, well above the national average (5,07). In 2013 we launched the Network of Protection of individuals and families affected by the crisis , an instrument of social protection of public responsibility, pioneer in Spain, which includes, among other measures, the guaranteed income . It should be noted that the European Union selected Castilla y León to pilot the PACT European project , with the aim of exporting the philosophy and the working method of the network to other European countries.
  • DEPENDENCE.- The XVIII Opinion Observatory Unit in Spain  of the State Association of Directors and Managers of Social Services, dated in March 2018, places Castilla y León, for the eleventh consecutive time, in the first place, with 9.29 points out of 10; a higher score than the one gotten in 2017 (8.93 points) and well above the Spanish average (4.62 points). The report highlights that Castilla y León has the highest number of people helped since the implementation of the system began (88,709 beneficiaries) and is the Community with the lowest rate of unattendance (1.4%, compared to 24.5% nationally), also with the greatest percentage of beneficiaries in the potentially dependent population (13.03% compared to 9.25% nationally) and the one that generates the most jobs in this field (50.4 per million invested).
